You can use you whole arm with a mechanical pencil, but you can't do flat shading and holding it too loosely will snap the lead. Financially though, mechanical pencils are way better. The lead lasts surprisingly long.

If your end goal is pencil drawings, I'd use a pencil. If your end goal is illustrations, cartoons, anime, or something else along those lines, I'd use pen since that's what they use.
