Fossilization is such that, eventually, the fossil will be embedded in its stratum, meaning that tectonic events (as you suggest) that would displace the fossil will also displace the stratum around it. However you are right to question the principle of succession in the sense that, things can happen before the fossil is embedded in its stratum.
