You have to trade them to Diamond, Pearl or Platinum and level them up there at the proper places. If you don't own the right games, you can try asking someone on the trade boards to level/evolve them for you.

That's not what's meant by Eevee needing the ice rock to evolve. There's a frozen rock in Victory Road. Level Eevee up in there and it'll evolve into Glaceon. That's dumb. How am I supposed level it up then? Because i want it to learn Ice Fang at level 20 but i don't want to wait until Victory Road and it has to be a Glaceon to learn Ice Fang.
