Jakarta is lin the low part of Java, parts of the city are just above or even beneath sea level. So, excess water can not flow off and flooding occurs and not fot the first time! It happens every year at least several times. On the contrary, Bandung is in the mountains with elevation at least 700 m. So, any heavy rainfall there may flood the streets but only short time since it runs of rapidly. I expect no problems for travellers there, in any season but also not in the rainy season.

There a lot of places to buy cheap souvenirs. The range prices around 5.000 Rupiah (50c USD) up to 25.000 Rupiah ($2,50 USD). And if you like some local T-shirt it might cost you 25.000 Rupiah ($2,50). Basically in Indonesia, Bandung in particular is cheap city to buy anything, even to live in this city.
